PROPOSITION 1 - THE WATER BOND...YES OR NO?

After many attempts by the legislature since 2009 to place an “acceptable” water bond on the ballot, voters will now determine the fate of Proposition 1 in November.
Will the $7.5 billion dollar bond help to further the Governor’s plan to build twin tunnels under the Delta? Does it signal a return to the era of big dams? Or will it usher in wiser use of limited surface and ground water supplies during a deepening drought?
Two voices, seasoned in California and Delta water issues, will consider these and other questions in a debate sponsored by MCL. Our speakers are:
Against: BARBARA BARRIGAN-PARRILLA, Chair, No on Prop 1
For: DOUG OBEGI, Staff Attorney, Natural Resources Defense Council

Barbara Barrigan-Parrilla is the Chair of the No on Prop 1 Campaign. She previously served as the Business Development Manager for the Planning and Conservation League in Sacramento. Ms. Barrigan-Parrilla has also taught English in the California community college system, served as a field representative for the Oakland local of the California Federation of Teachers,and served as Executive Director for Manifest Press and Literary Arts Center also in Oakland.
Over the last seven years, Ms. Barrigan-Parrilla has worked to give Delta residents a voice in the myriad of government processes leading to the proposed peripheral tunnels project, or Bay Delta Conservation Plan. Ms. Barrigan-Parrilla maintains that the health of the Delta is directly tied to the environmental and economic health of California.
Doug Obegi is a Staff Attorney with the Natural Resources Defense Council, where he has worked since 2009. For the past several years he has represented NRDC in federal court litigation over protections for endangered species in the Bay-Delta estuary, as well as working on implementation of the San Joaquin River Restoration Program, development of the Bay Delta Conservation Plan, the update of the Bay-Delta Water Quality Control Plan, and regulatory and planning processes regarding improvements in urban and agricultural water efficiency.
In 2006, Mr. Obegi graduated magna cum laude from the University of California, Hastings College of the Law, where he also worked as a research assistant for Professor John Leshy, focusing on water law.
