Transportation Authority of Marin (TAM)

The Transportation Authority of Marin is a joint powers agency (JPA) comprised of Marin's 11 cities and towns and the County of Marin. It was created to administer the Marin County Transportation Sales Tax Expenditure Plan - approved by Marin voters in November 2004 as Measure A, a 20-year, 1/2 cent sales tax for transportation - and to serve as Marin's Congestion Management Agency.

Additionally, Marin voters in November 2010 passed Measure B, a ballot measure that requires Marin residents to pay an additional $10 per vehicle on their annual Vehicle License Fee to fund transportation programs. Marin Conservation League did not take a position on this measure (see below). Further, MCL does not support the idea that TAM should help cover the Sonoma-Marin Area Rapid Transit funding gap, to the detriment of other, more pressing transportation needs in the County.

MARIN CONSERVATION LEAGUE TAKES NO POSITION ON PROPOSED VEHICLE LICENSE FEE INCREASE FOR TRANSPORTATION PROJECTS

The Marin Conservation League has decided to take no position on the $10 increase in motor vehicle registration fees proposed by the Transportation Authority of Marin (TAM). The measure will be on the November ballot.

It is not clear what transportation projects would be funded, or what their environmental impacts would be. The measure would raise an estimated $2,060,000 annually for a 10-year period, 40% to be allocated to maintaining local streets and pathways, 35% to improve transit for seniors and people with disabilities, and 25% to reduce congestion and pollution. Some of the projects could be environmentally beneficial, but others could have adverse effects. Because of this lack of clarity, MCL has decided to remain neutral on this issue, particularly in view of other competing needs for scarce tax resources.
